The personnel administering these public health programs are qualified by standards established by the NJ State Health Department. Recognized public health activities are broken down into five major areas: Administration, Communicable Disease, Maternal and Child Health, Adult Health Services, and Environmental Health.

Administration: encompasses Health Education, Public Health Nursing, Vital Statistics and Laboratory Service. Health Education is incorporated into the Department's programs and publicized throuqh media, speaking engagements and personal contacts. Nursing services are provided by the Visiting Nurse Association of Central Jersey (VNACJ) and include home nursing service, senior citizen counseling and hospice. Vital Statistics comprise recording and analysis of births, deaths and marriages in the Township as well as other demographic data needed for planning community health programs. Communicable Diseases: The Health Department maintains surveillance over COMMUNICABLE DISEASES. Outbreaks are investigated and records are maintained on disease deemed reportable by the State. Clinics are conducted for Influenza, TB Testing and Childhood Immunization. The Rabies program includes animal control services, free rabies clinics and mandatory licensing of dogs and cats over six months old. (Licenses are renewable each January). The license fee is reduced for dogs and cats that are spayed or neutered. Please bring or mail proof with application. Environmental Health Services provide inspections of health nuisances/hazards which include food sanitation, rodent control, litter and debris, and public swimming pools.
Primary Care Services: Outlined below are specific services provided directly and under contractual agreement with the VNA of Central Jersey to Township residents.

Primary Care Services can be obtained at the VNA of Central Jersey Primary Care Center at 35 Broad Street, Keyport. Primary care is family-focused health care that emphasizes health education and wellness to promote healthy lifestyles and decrease the potential for illness. The center offers primary care services to people of all ages and is staffed by physicians and nurse practitioners. These services include health exams for people of all ages; immunizations; lead screenings; laboratory testing; tuberculosis screening and follow-up; HIV testing; illness care; schools, sports and camp physicals; referrals to community resources and specialty care; and support and self-help groups. In addition, prenatal clinics are staffed by VNA of Central Jersey nurses and Monmouth Medical Center staff. Primary Care Center hours are Monday 8:30-4:30, Thursday and Friday, 9:00-5:00; and Tuesday 11:00-7:00. For an appointment or additional information, call (732) 888-4149.
Marriage License: If female applicant lives in NJ, apply in town where female lives. If female does not live in NJ, but male applicant does, apply in town where male lives. If both applicants live out of state but are getting married in NJ, apply in town where marriage ceremony will take place. Bride, groom, and a witness (18 years of age or older) must come IN PERSON to fill in the application. THREE DAY WAITING PERIOD before license can be picked up. All 3 need not return (someone else may pick up the license for the couple). BLOOD TESTS NOT REQUIRED. IF PREVIOUSLY MARRIED, MUST SHOW PROOF YOU ARE NO LONGER MARRIED.
